MDE Lead Rental Registration Requirements
Renting a property requires following several steps. Landlords must follow not just local requirements. They must also follow MDE requirements for pre-1978 Maryland properties. View the steps below for guidance on following MDE's rules.
Get a Tracking Number
The tracking number is required to register the property. The tracking number is also on the lead certificate. Multiple properties can use the same tracking number. The fastest way to get a tracking number is by calling MDE at 410-537-4199. They are open Monday – Friday from 8:00 AM - 5:00 PM. The best time to call is between 8:30 AM and 9:00 AM.
Submit Registration Fee
On January 1, 2026, registration fees went from $30 to $75 per unit. Landlords can pay registration fees either online, or by mailing a check to MDE. MDE registers the property after receiving payment.
Payment OptionsSchedule a Lead Inspection
Landlords can choose to do a full risk reduction or lead free inspection. When scheduling, provide the tracking number to the inspector. Make sure the registration fee has been paid.
Inspection Options- Full Risk Reduction (for single family homes and condos)

Renew Property Biennially
Renewal fees are due by December 31st every other year. The fee increased from $30 to $75 per unit. Landlords can pay the renewal fees online.
Have Rental Re-inspected
Full risk reduction certificates expire when the tenants move out. The inspector can redo the inspection after the current tenants move out.
Lead free certificates only expire if there is an expiration date. These types of certificates are limited lead free certificates. They expire two years after the initial inspection. A visual inspection must pass before it expires. If it expires, the landlord must register the property again.
